Why a catalog instead of a menu?
A fixed menu shows everything to everyone. Apps Home shows only the apps your access allows, lets each person build their own sidebar, and lists what your server could add next.
Accessible reordering. Every move by button, drag or keyboard is announced, and the Up and Down buttons work on touch screens.
Safe to change. If customizing is paused for any reason, your saved navigation is kept and the default sidebar is shown.
